The following page details the Sinn Féin Constitution, Rules and Regulations, and specifically identifies references to Ógra Shinn Féin. It is important to note that this page should not be read in isolation from the overall document. Ógra Shinn Féin is an integral part of the Sinn Féin party organisation and all members of Sinn Féin adhere to the Constitution, Rules and Regulations as passed by the membership at an Ard Fheis.
6.7 ÓGRA SHINN FÉIN (CONSTITUTIONAL SECTION)
a. Ógra Shinn Féin is integral to the Sinn Féin party organisation and adheres to the Constitution, Rules and Regulations of Sinn Féin.
b. Ógra Shinn Féin are subject to An Ard Chomhairle through An National Youth Congress/Chomhdháil Náisiúnta Óige.
c. Subject to the authority exercised by An Ard Chomhairle and through An Chomhdháil Náisiúnta Óige. An Coiste Náisiúnta Óige/National Youth Committee is the strategic hub of the organisation and has the function of overseeing, directing and co-ordinating its a airs and is responsible for the development of Youth Strategies and implementation of the purpose and objectives of Ógra Shinn Féin.
d. Subject to the approval of An Ard Chomhairle, Ógra Shinn Féin may amend its purpose and objectives at An Chomhdháil Náisiúnta which are contained in the Regulation section of Sinn Féin Constitution, Rules and Regulations.
e. An Coiste Náisiúnta Óige shall set up local Coiste Ógra Shinn Féin, in conjunction with the local Sinn Féin Chomhairle Ceantair and Chomhairle Cúige.
f. An Coiste Ógra Shinn Féin will be responsible for promoting the purposes and objectives of Ógra Shinn Féin within their area and within the party in that area.
7.0 MEMBERSHIP (RULES SECTION)
a. All members of Sinn Féin under the age of 26 are members of Ógra Shinn Féin and shall be encouraged to participate in the advancement of the work of Ógra Shinn Féin.
b. The membership of Ógra Shinn Féin shall organise
an annual Chomhdháil Náisiúnta for the purposes
of discussing republican strategy, for the purpose of electing members to the Coiste Náisiúnta Óige/National Youth Committee, and for the purposes of mandating the Coiste Náisiúnta Óige. Each Coiste Óige/Youth Committee will be entitled to three voting delegates at the Chomhdháil Náisiúnta.
c. The National Youth Congress/Chomhdháil Náisiúnta Óige shall elect the officers and 9 members of An Coiste Náisiúnta Óige. They will elect eight members from the oor of the Congress by a balloted vote, conducted by way of PR- STV. Delegates shall elect four candidates from a list of female candidates and four candidates from a list of male candidates. They will also elect Cathaoirleach (Chairperson), Leas-Chathaoirleach (Vice-Chairperson), Rúnaí (Secretary), Cisteoir (Treasurer). All members under 20 years of age shall elect a delegate to Coiste Náisiúnta Óige that is under 20 years of age. An Coiste Náisiúnta Óige may appoint other officer board positions as it sees fit.
d. Election of all officer boards shall be conducted so as to ensure that, so far as practicable, having regard to those nominated for election, not less than 30 per cent of those elected are women and not less than 30 per cent are men.
MEETINGS (RULES SECTION)
a. Meetings of Coiste Náisiúnta Óige must occur at least nine times a year (including AGM).
DELEGATES AND MOTIONS TO AN ARD FHEIS AND AN ARD
CHOMHAIRLE (RULES SECTION)
a. Chomhdháil Náisiúnta shall have the right to submit motions and nominations to the Ard Fheis.
b. The Coiste Náisiúnta Óige/National Youth Committee will appoint three members, including the Chairperson, to sit on the Ard Chomhairle.
c. The Coiste Náisiúnta Óige/National Youth Committee will appoint three delegates, including the Chairperson, to attend the Ard Fheis.
d. In addition, Ógra Shinn Féin will be entitled to three delegates to the Ard Fheis per Cúige region, and shall be appointed through consultation between the Coiste Náisiúnta Óige/National Youth Committee and local Coistí Óige/Youth Committees.
